Mantharā is Kaikeyī's old attendant. Once the exile has happened, others blame her, and Śatrughna lays hands on her in his fury. The text is more careful. Her own motive is alarm for Bharata's future, and she shapes that fear into a plan, but the decision is Kaikeyī's.
